It looks like you're not even receiving Ethernet Packages on your VLAN-Tagged interface, are you sure your network switches are configured correctly? Or did you try to connect "PC 1" and "PC 2" directly? Can you see the ICMP Packages from "PC 1" on "PC 2"'s eth0 (untagged, should show all traffic regardless if they are tagged or not) interface by running tcpdump?

Which debian/ubuntu version are you using?
